Bicycle Bay


This is a bicycle parking bay. (Sorry for the blur photo - it was taken by my mobile phone)
Wondered if the owner is parking just the wheel or did someone stole the bicycle and left only the wheel locked in the bicycle bay.

    I believe so too. I guess even locking it, wont be safe either.

    if someone stole the bicycle, that person is still being considerate to leave the lock for the wheel i guess...!
